Under Pub. Util. Code Section 311(g)(3) and Rule 77.7(f)(9) of the Rules of Practice and Procedure, the Commission may determine on its own motion that public necessity requires reduction or waiver of the 30-day public review and comment period set by Pub. Util. Code Section 311(g)(1). We have weighed the interest in allowing the full comment period against the need for DWR to begin to receive revenue collected by the utilities for electricity DWR has sold to customers, and against the need to provide DWR with certainty about the revenues that will be generated by the CPAs of the three utilities. We conclude that the public interest in providing certainty at an early date, especially in the current energy crisis, outweighs the interest in allowing a full comment period. Therefore, this period is waived on all of this decision except for Sections VI C and D, and Section VIII, and the corresponding proposed findings of fact and conclusions of law. The comment period on Sections VI.C and D, and section VIII, and the corresponding proposed findings of fact and conclusions of law will reduced with comments due at 5:00 p.m., on Thursday, March 29, 2001.
