10. Next Steps

In comments, various parties point out that the decision does not sufficiently address all technical issues necessary to ensure smooth implementation of the QF program. We agree and shall direct the Energy Division to coordinate a technical workshop within 60 days of the effective date of this decision. As recommended by TURN, parties shall create a list of the relevant issues and recommend proposals for resolving them for discussion at the workshop and submit them to the Energy Division within 30 days of the effective date of this decision. Topics will include implementation of the market portion of the IER, both before and after the administrative component of the heat rate calculation has been eliminated. The workshop will also consider the draft contract proposed by EPUC/CAC in their Opening Comments on the Alternative Proposed Decision of Commissioner Grueneich, filed on September 10, 2007. The respondent IOUs shall comment on the EPUC/CAC draft contract and present at this workshop their draft standard offer contracts.
