OPINION ADDRESSING APPLICATION
OF AT&T COMMUNICATIONS OF CALIFORNIA, INC.
FOR AUTHORITY TO WITHDRAW ITS PROVISION OF
LOCAL EXCHANGE SERVICE IN AT&T CALIFORNIA SERVICE TERRITORY
This decision authorizes AT&T Communications of California, Inc. (Applicant) to discontinue the provision of residential local exchange telecommunications service and all related telecommunication service offerings within the incumbent local exchange (ILEC) service territory of Pacific Bell Telephone Company, doing business as AT&T California.1 Applicant was the competitive local exchange carrier (CLEC) affiliate of AT&T Corporation (AT&T) in the state before the merger of AT&T and SBC California. Applicant has complied with the Mass Migration Guidelines (Guidelines) adopted by Decision (D.) 06-10-021. Its remaining customers who have not selected another carrier will be transferred to AT&T California. The Commission grants Applicant's requests to relinquish both its Carrier of Last Resort (COLR) status and its Eligible Telecommunications Carrier (ETC) status, in AT&T California's geographic service area (GSA).
