I. SUMMARY

This order denies the rehearing applications filed by Pacific Gas and Electric Company ("PG&E") and Southern California Edison Company ("Edison") of interim decision D.01-01-046 (hereinafter, "Interim Decision"), which issued a temporary restraining order (TRO) preventing them from refusing to provide adequate service to all their customers. This order affirms the Commission's authority to issue injunctive relief in enforcing its jurisdiction to regulate California public utilities. We also affirm that California utilities have an ongoing obligation to provide adequate service to their customers, including the obligation to serve all non-direct access, or bundled, customers and may not unilaterally act to reduce or curtail service without formal approval by the Commission.
