OPINION
I. Summary
Frazier Mountain Internet Service, Inc. (Applicant), seeks a certificate of public convenience and necessity (CPCN) under Pub. Util. Code § 10011 for authority to provide resold and UNE-P facilities-based local exchange telecommunications services as a competitive local carrier (CLC).2 By this decision, we grant the requested authority subject to the terms and conditions set forth below.
1 All subsequent Code references are to the Public Utilities Code, unless otherwise stated. 2 A CLC is a common carrier that is issued a CPCN to provide local exchange telecommunications service for a geographic area specified by such carrier.
