PUC ACTS TO STOP ILLEGAL MOVING COMPANY
ALL STATE MOVING AND STORAGE, INC.
AND WASHINGTON MINI-STORAGE, INC.
SAN FRANCISCO, October 27, 2003 -- The California Public Utilities Commission (PUC), in its ongoing efforts to clamp down on illegal moving companies, on Oct. 10, 2003, filed a Complaint For Temporary Restraining Order, Preliminary Injunction, and Action For Recovery Of Civil Penalties, against Jacob Sudai, Israel Lerner, All State Moving and Storage, Inc., and Washington Mini-Storage, Inc.
All State Moving and Storage, based in California, is affiliated with Washington Mini-Storage, a Maryland corporation. The president of both corporations is Jacob Sudai (aka Yacov Sudai). Both companies have been operating a moving business without a valid PUC license under various fictitious business names (California Transportation System, Prime Movers, City Transportation System and Washington Moving and Storage). All State Moving and Storage's application for a household goods permit was denied by the PUC on Feb. 28, 2003, for failure to file evidence of cargo insurance.
The PUC Consumer Protection and Safety Division (CPSD) received several consumer complaints alleging overcharges, loss and damage, and holding goods hostage. In all of these cases, the carrier charged two to three times more than the original written estimate or verbal quote that was given to the shippers. A PUC staff investigation also revealed other violations such as documentation failures and failure to provide required literature to shippers on moving tips. All State Moving and Storage continued to advertise and perform moving services after CPSD staff directives to cease and desist all operations. The Order to Show Cause is scheduled for Oct. 30, 2003 in Superior Court.
