15. Certain Definitions.

The Bond Indenture shall contain definitions of "Operating Expense", "Emergency Measures" and "Enabling Measures" substantially like those contained in Exhibit A to this Addendum. The Bond Indenture shall also specify that costs not otherwise authorized to be incurred by DWR pursuant to the Enabling Measures cannot be incurred alternatively by means of a reduction to Revenues or any other type of credit having a similar effect.
