V. Hearing Room Ground Rules/Opening Statements

Parties shall follow the Hearing Room Ground Rules (Appendix A) regarding hearing process, exhibits, and cross-examination. Parties shall also be prepared to give brief opening statements at the commencement of the hearings. Prior to the hearings, all parties shall arrange among themselves the order and timing of the opening statements, with the proviso that each party shall have no more than 15 minutes each to make its statement.
