CPUC/DOT HOST SEMINARS IN VENTURA AND FOLSOM ON SMALL NATURAL GAS AND PROPANE GAS PIPELINE SYSTEMS
The California Public Utilities Commission (CPUC) and the U.S. Department of Transportation (DOT) are co-sponsoring two-day seminars in Folsom and Ventura to help propane and natural gas system operators and owners understand federal safety rules and to prepare for CPUC inspections as well as learn how to operate their systems safely.
The seminars will be held as follows:
Folsom, October 23-24, at the Lake Natoma Inn, 702 Gold Lake Drive
Ventura, October 26-27, at the Pierpont Inn and Racquet Club, 550 Sanjon Road
The seminars will cover topics such as federal safety codes, jurisdiction, corrosion control, leakage surveys, how to prepare an operation and maintenance plan, emergency plan and related regulations. A session on recent changes in federal requirements will be offered. Separate "break-out" sessions for propane and natural gas systems are scheduled.
Announcement for the seminar was sent out on July 24 to all mobilehome park owners and operators on the CPUC database. The October 23-24 session in Folsom is already full. Only limited seats are left for the October 26-27, Ventura session. FIRST DAY (JOINT SESSION)

2. Overview of DOT's role in the CPUC Mobile Home Park (MHP) Program
3. Overview of Part 191, reporting requirements
4. Introduction to CPUC Mobile Home Park Program and Inspections
5. Operation and Maintenance Plan - What goes into an O & M Plan
6. Emergency Plan - Contents of the emergency plan and what the operator needs in order to have a complete plan
7. Leakage Survey - How to conduct and interpret leak surveys
FI, CGI and gas trac, evaluating contractors
Using a contractor versus doing it yourself
Regulations and requirements for a leak survey
8. Annual Report - How to fill out an annual report
9. Record Keeping and Paperwork - How to keep track of all the records and remedial plan
10. Corrosion Control - Corrosion, corrosion prevention and regulation
11. Corrosion/Cathodic Protection tips - Electrical survey versus pipe to soil monitoring, electrical isolation, soil studies, CP equipment
12. Cathodic Protection Equipment - Discuss anodes, half-cells, rectifiers, and insulated unions. The equipment used in CP and corrosion evaluation
SECOND DAY (BREAKOUT SESSIONS)
13. Introduction to Propane - Characteristics of propane, special safety considerations
14. Propane - Tanks, regulators and other elements in propane systems
15. Characteristics of natural gas
JOINT SESSION
16. Past Inspection Statistics - The most common types of violations found during past inspections and other statistics on MHP inspections (e.g., late annual reports or citations)
17. Operator Qualifications - Subpart N
18. Demonstrations - Demo of pipe, fittings, unions, etc.
How to recognize approved pipe and fittings for gas services.
Samples of pipe possibly discussing joining, welding, mechanical connections, wrapping and locator wire.
