B. Appointment of Pooling Administrator

In my February 9, 2001 ACR, I designated NeuStar as Pooling Administrator for six NPA pooling trials and Telcordia as Pooling Administrator for three pooling trials for 2001 as follows:

On August 9, 2001, NeuStar submitted a letter to the Commission, Telcordia, industry participants in the affected pooling trials, and parties to the Local Competition docket service list (R95-04-043/I95-04-044) stating that in its proposal to the FCC for national pooling administrator, NeuStar had committed to transitioning the Telcordia state trials within 60 days of the contract award. The letter requests appropriate Commission action in order to facilitate the transition. As stated in the NeuStar letter, "The transition schedule proposes that the three (3) California NPAs currently being administered by Telcordia, 323, 916 and 925, be fully transitioned to NeuStar on a state trial basis on August 20, 2001. Telcordia will handle any [implementation] timeline events for these trials that occur before August 20. NeuStar will administer all activities currently reflected on the established implementation schedule as occurring after August 20, 2001."5

Telcordia Technologies, Inc. responded to NeuStar's letter on August 13, 2001, stating that "Telcordia has no objection to the proposed transition schedule. Telcordia supports an expedient and smooth transition of the pooling trials to NeuStar since they have been selected as the national pooling administrator by the Federal Communications Commission. Telcordia notes that there has been no industry objection that it is aware of to the transition schedule proposed by NeuStar."6 The Commission has not received any other responses to NeuStar's request to transition the three Telcordia pooling trials to NeuStar on a state trial basis.

In order to facilitate a seamless transition of the California's pooling trials to the National Pooling Administrator in March 2002, Telcordia is directed to fully transition to NeuStar on a state trial basis the 916 NPA, 323 NPA, and the 925 NPA pools on August 20, 2001. I designate NeuStar as the Pooling Administrator for the 916, 323, and 925 NPA number pools beginning August 20, 2001.

The currently established North American Portability Management, LLC (LLC) is hereby requested to promptly negotiate contracts with NeuStar to effectuate the transition of the 916, 313, and 925 number pools from Telcordia to NeuStar as the Pooling Administrator on a state trial basis. The contracts shall include appropriate confidentiality provisions and provide for Commission access to carrier-specific data. NeuStar shall notify the Assigned Commissioner and Director of the Telecommunications Division (TD) by letter when the contracts have been executed. A copy of the signed contracts shall also be submitted to the Director of Telecommunications Division within five days of execution.

IT IS RULED that:

1. Telcordia Technologies, Inc. shall fully transition to NeuStar, Inc. (NeuStar) its Pooling Administrator responsibilities for the 916 NPA, 323 NPA, and the 925 NPA pools on August 20, 2001.

2. NeuStar, Inc. shall be designated as the Pooling Administrator for the 916, 323, and 925 NPA state number pools beginning August 20, 2001.

3. The North American Portability Management, LLC is requested to negotiate contracts with NeuStar for the pooling trials as designated in this ruling.

4. NeuStar shall notify by letter to the Assigned Commissioner and to the Director of the Telecommunications Division that the Pooling contracts have been executed.

5. NeuStar shall send copies of the signed contracts to the Director of the Telecommunications Division within five days of execution.
