The Project has the following objectives (FEIR, pages 3-4)

· Potential to lower jet fuel prices at the Sacramento Airport

· Decrease air pollution

· Increase safety

· Decrease energy consumption

· Decrease oil spill related damage

· Decrease traffic congestion
