I. Summary
In this decision, the Commission modifies Decision (D.) 00-03-020 to limit disconnection of local service to nonpayment of local service charges, rejects certain parties' interpretation of "unique name" for billing purposes, applies the 90-day limit for service provider change requests to interexchange carriers (IXC) as well as to competitive local carriers (CLC), and makes several clarifications to the Subscriber Complaint Reporting Rules.
