Hearing

At hearing, complainants presented a history of the kWh registered on their meter from January 1993 to the present time. They contend that the meter readings from June 4, 1999, when their meter was replaced, are so much higher than previous reads that something must be wrong either with the new or with the old meter.

They testified that a PG&E service technician told them that their replaced meter was probably running slow, but that he could not test it because it had been destroyed.

Defendant produced a more detailed kWh history of complainants' usage which also shows higher meter readings for most months following installation of the new meter in June 1999. Defendant also produced evidence of its efforts to resolve the complaint.

PG&E's review of complainants' residence facilities shows that the home could consume the energy billed. Defendant tested the new meter on January 11, 2000, and found it to be operating accurately. Defendant again tested the meter by installing a tandem meter on April 18, 2000. On April 28, 2000, the serviceman returned to find that the readings on both meters were identical.
