Clear and Convincing Evidence Requirement

For SDG&E to prevail in the rehearing of its request for SONGS costs billed by Edison, SDG&E must meet this same test to demonstrate with clear and convincing evidence the correct calculation, or correction of the Commission's alleged error, for each cost component included in its supplemental testimony.¹³
