The application requests authority to operate as an on-call PSC to transport passengers and their baggage between the international border crossings at Otay Mesa and San Ysidro, and points intermediate thereto. As the proposed service will be performed wholly within the city limits of San Diego, it does not meet the definition of passenger stage corporation as provided in Pub. Util. Code § 226. Therefore, the application should be dismissed and the $500 filing fee refunded to Applicant.

Notice of filing of the application appeared in the Commission's Daily Calendar on October 19, 2000.

In Resolution ALJ 176-3050 dated November 2, 2000, the Commission preliminarily categorized this application as ratesetting, and preliminarily determined that hearings were not necessary. No protest has been received. Given this status, public hearing is not necessary, and it is not necessary to alter the preliminary determinations made in Resolution ALJ 176-3050.
