The Low Income Oversight Board will hold a subcommittee meeting on July 20, 2011. The purpose of the meeting is to discuss the CARE and Energy Savings Assistance and Program 2012-2014 Budget Applications filed by the Investor Owned Utilities on May 16, 2011. This workshop is to train new Load Serving Entities (LSEs) in the use of the 2012 Resource Adequacy (RA) compliance templates (both System and Local templates) and to demonstrate new features related to the recent RA decision. The decision is linked below. This workshop will be broken into two sections. The first section will be a demonstration of the features of the RA templates and guides that are new for 2012 compliance year. Once the new features and procedures are demonstrated, those that are familiar with the process can drop off the WebEx and the rest of the time will be a general demonstration of the RA templates and guides for those that seek further clarification or for those representing new LSEs that are new to the process. This is an ideal time for those representing new LSEs to gain an understanding of filing procedures and rules. Representatives from LSEs are encouraged to develop questions or functions that Energy Division staff can clarify or demonstrate during the workshop, and they are encouraged to email Energy Division staff before the workshop with those questions. Draft templates and guides, as well as WebEx information, will be sent to the service list in advance of the workshop.

The Energy Division has prepared Draft Resolution E-4408 for the July 28, 2011 Commission Meeting. This Resolution approves cost recovery for San Diego Gas & Electric Company's renewable energy contract with C Solar IV South, LLC. The contract is approved without modifications. The Consumer Protection and Safety Division has prepared Resolution ST-128 for July 28, 2011 Commission Meeting. The resolution grants approval of the final report titled, "2010 Triennial Safety Review of the Los Angeles County Metropolitan Transportation Authority (LACMTA)" dated February 18, 2011. The report compiles the results of Commission staff review of the Los Angeles County Metropolitan Transportation Authority safety programs. Background information, review procedures, safety review checklists, findings, and recommendations are included in the report.

The Consumer Protection and Safety Division has prepared Resolution ST-130 for the July 28, 2011 Commission Meeting. The resolution grants approval of the "Safety Certification Plan for the San Diego Association of Governments (SANDAG) Blue Line Crossover and Signaling Project" dated March 23, 2011. The Safety Certification Plan identifies SANDAG's scope of the Blue Line Crossover and Signaling project which includes improvements and upgrades to track crossovers, the track signaling system and automatic grade crossing warning systems.

The Consumer Protection and Safety Division has prepared Resolution SX-98 for the July 28, 2011 Commission Meeting. The resolution grants in-part and rejects in part the request of the Exposition Metro Line Construction Authority, on behalf of the Los Angeles County Metropolitan Transportation Authority, to silence the automatic grade crossing warning device bells at 6 crossings along the Exposition - Phase I light rail alignment, once the warning device gates have reached the horizontal position.

The resolution grants approval of the "San Diego Metropolitan Transit System Vintage Trolley Safety Certification Plan" dated May 20, 2011. The Safety Certification Plan identifies SDMTS scope to verify the Vintage Trolley rehabilitation project is in compliance with Commission General Order 143-B, Safety Rules and Regulations Governing Light Rail Vehicles.

The Energy Division has prepared Draft Resolution E-4414 for the August 18, 2011 Commission Meeting. This Resolution implements the Renewable Auction Mechanism for the three investor-owned utilities: Pacific Gas & Electric Company, Southern California Edison Company, and San Diego Gas & Electric Company. Specifically, this Resolution adopts implementation details, bidding protocols, and standard power purchase agreements for each investor-owned utility. The Communications Division has prepared Resolution T-17335 Approving the California Advanced Services Fund Expense Budget for Fiscal Year 2012-13 (July 1, 2012 through June 30, 2013) for the August 18, 2011 Commission meeting.

Florio will be holding an All-Party Meeting regarding the Decision Adopting Rules to Protect the Privacy and Security of the Electricity Usage Data of the Customers of Pacific Gas and Electric Company, Southern California Edison Company, and San Diego Gas and Electric Company.
The All-Party Meeting will last two hours and take place on July 22, 2011 from 10:00a.m. to 12:00p.m.in the Auditorium, at the Public Utilities Commission, 505 Van Ness Avenue, San Francisco, California, 94102.
