Joint Meeting of California Energy Commission, Consumer Power and Conservation Financing Authority and California Public Utilities Commission |

The Energy Resources Conservation and Development Commission (CEC), the Consumer Power and Conservation Financing Authority (CPA), and the PUC will hear from the public and discuss implementing the Energy Action Plan. Particular focus will be given to Actions II and IV: Accelerate the State's Goal for Renewable Generation and Upgrade and Expand the Electricity Transmission and Distribution Infrastructure. The CEC Summer 2004 Outlook, Utility Summer Preparedness, and Core/Non Core Electric Market Structure proposals will also be discussed. No decisions will be made at this public meeting.

Order Instituting Investigation into Implementation of Assembly Bill 970 Regarding the Identification of Electric Transmission and Distribution Constraints, Actions to Resolve Those Constraints, and Related Matters Affecting the Reliability of Electric Supply.
The workshop concerning Tehachapi area transmission development in the above-entitled matter is scheduled per order of D04-06-010 (issued June 10, 2004) to convene a collaborative study group to prepare the comprehensive development plan for phased expansion of transmission capability in the Tehachapi area that Southern California Edison Company is directed to file in this proceeding within nine (9) months of the effective date of this decision (by March 9, 2004).

The purpose of this Public Meeting is to provide a general overview, and answer the public's question regarding the DEIR for considering Southern California Gas Company's (SCG) Application to Value and Sell Surplus Property at Playa del Rey and Marina del Rey, California. This proposed project consists of the sale of 36 lots located within Marina del Rey and Playa del Rey and the foreseeable future development that would result from the proposed sale, which includes the construction and occupancy of residential housing units, as well as, commercial uses. The DEIR was released for public review on June 4, 2004. The DEIR will be available for public review at the Marina del Rey Library, the Westchester-Loyola Village Branch Library, and on the project website:

The workshop will also focus on the applicability across proceedings of the avoided cost methodology detailed in the Energy and Environmental Economics report, "A Forecast of Cost Effectiveness Avoided Costs and Externality Adders" (Available at

The Water Division is hosting a continuation Workshop August 25 and 26, 2004; September 14, 29, and 30, 2004; and October 20 and 21, 2004, to solicit public input on the need for modification of the Rate Case Plan for Class A Water Utility General Rate Applications (Commission Decision 90-08-045).
The purpose of the workshop is two fold:
To identify the least controversial issues in the Draft Proposed Rate Case Plan for Class A Water Utility General Rate Applications prepared by the Water Division and;
To discuss the necessary components of an interim rate case plan schedule for year 2004.
