Determination of Category

This complaint case was originally categorized as an adjudicatory proceeding, but having been reclassified as a petition for modification pursuant to Rule 6.1(c) and (d), we recategorize the proceeding as "ratesetting" so that we may "achieve a full, timely, and effective resolution of the substantive issues presented in the proceeding."
