R E S O L U T I O N
RESOLUTION T-16318. MCLEODUSA TELECOMMUNICATIONS SERVICES, INC. (U-5346-C). VOLUNTARY REVOCATION OF COMPANY'S CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY.

This resolution revokes the Certificate of Public Convenience and Necessity (CPCN) held by McLeodUSA Telecom Services, Inc., as requested by the company. This company currently has no customers.
The company filed for its CPCN as an Nondominant Interexchange Carrier in Application 93-06-010 under the name Midwest Fibernet, Inc. The CPCN was granted in Decision 93-11-049.66. The company filed its initial tariff on December 22, 1993, and the tariff became effective on December 23, 1993. The company later changed its name to Consolidated Communications Telecom Services, Inc.
The company (U-5346-C) had an affiliate called McLeodUSA Telecommunications Services, Inc. (U-5712-C) to whom the company has transferred its customers (with proper prior notice). The Commission record shows both companies as McLeodUSA. U-5346-C, the company requesting revocation, has no customers.
McLeodUSA Telecom Services, Inc. sent a letter to the Commission on May 18, 1999, in which it requested that its CPCN be revoked. There is no reason to deny this request since the company has numerous competitors in the long distance market.
The Telecommunications Division recommends that the CPCN should be revocation and the Utility Identification Number should be cancelled.
This is an uncontested matter in which the resolution grants the relief requested. Accordingly, pursuant to PU Code 311 (g)(2), the 30-day period for public review and comment is being waived.
1. McLeodUSA Telecom Services, Inc. was granted a Certificate of Public Convenience and Necessity in Decision 93-11-049.
2. The company requested that its CPCN be revoked in a letter to the Commission dated May 18, 1999.
3. The company's CPCN should be revoked and its Utility Identification Number should be cancelled.
THEREFORE, IT IS ORDERED that:
1. The Certificate of Public Convenience and Necessity granted to McLeodUSA Telecom Services, Inc. is revoked.
2. The company's Utility Identification Number, U-5346-C, is cancelled and will not be reissued.
This Resolution is effective today.
