5. Comments

This Alternate Proposed Decision of Commissioner Geoffrey F. Brown was mailed to the parties in accordance with Pub. Util. Code § 311(g) and Rule 77.6(d) of the Rules of Practice and Procedure. In order that this matter can be acted upon at the Commission's meeting on November 18, 2005, we require that comments be filed no fewer than seven days prior to the Commission's meeting on November 18, 2005. Because day seven falls on a holiday, comments may be filed on or before Monday, November 14, 2005.
