O P I N I O N

1. Summary

The decision grants the motion for a partial stay of Decision (D.) 00-10-028 filed by FONES4ALL Corp. (FONES4ALL). The stay applies only to FONES4ALL. This decision also requires FONES4ALL to obtain a surety bond sufficient to cover the amount that FONES4ALL might have to repay to the Universal Lifeline Telephone Service (ULTS) Fund if and when the stay is lifted. The stay granted by this decision does not become effective until FONES4ALL submits a copy of the surety bond required by this decision.
