6. Waiver of Comments

Because the parties are treating the Second Amendment as a final settlement of this proceeding and we are approving it without condition, we will treat this case as an uncontested matter that grants the relief requested. Accordingly, we are waiving the otherwise-applicable comment period for this proposed decision pursuant to Rule 14.6(c)(2).
