5. Comments

In accordance with the requirements of the Government Code, there is a 15-day period for commenting on the revisions to the proposed rules. Comments are due 15 days from the date of service of the draft decision. No reply comments will be allowed. Comments on the draft decision were filed on December 8, 2004. They have been considered in our review of the draft decision and the final amended rules.
