4. Conclusion

Based on the evidence as a whole, we find that East Valley and West Valley have violated their charter-party carrier authority in some instances, and our order today requires that they immediately cease and desist from these practices. However, we also find that complainant has not met its burden of proof in showing that the violations occurred with such frequency or consequence as to require revocation of the charter-party permits of East Valley and West Valley.
