PUC ACTS TO STOP ILLEGAL MOVING COMPANY
FAN DING DOING BUSINESS AS LUCKY MOVING COMPANY

SAN FRANCISCO, April 2, 2004 -- The California Public Utilities Commission (PUC), in its ongoing efforts to clamp down on illegal moving companies, has filed for a Temporary Restraining Order, Preliminary Injunction, and Action For Recovery Of Civil Penalties, against Fan Ding, doing business as Lucky Moving Company.

A hearing was held on March 11, 2004, in San Francisco Superior Court, in which the PUC was granted a temporary restraining order preventing Fan Ding from engaging in or performing, directly or indirectly, as a household goods carrier in California until she has been granted a permit issued by PUC. A hearing for the preliminary injunction is set for April 12, 2004, at 9:30 a.m.

Fan Ding, also known as Lisa Ding, operates under various fictitious business names including Jixiang Moving Co. and Northman Immigration Service. The company has been advertising and operating a moving business without a valid PUC license. The company also allegedly advertised in two prominent San Francisco Bay Area Chinese newspapers, the World Journal and the Sing Tao Daily, and also on the Chinese Yellow Pages Internet Website, www.ccyp.com.

Fan Ding has twice applied to the PUC for a household goods carrier permit, however, in each instance, the application was denied for among other things, failure to file evidence of public liability insurance, cargo and workers' compensation coverage.
