ADMINISTRATIVE LAW JUDGE'S RULING
SETTING PUBLIC MEETINGS
REGARDING 310 AREA CODE CHANGE PLANS

This ruling is issued to provide notice regarding public meetings that are being scheduled to provide members of the public an opportunity to appear and be heard concerning pending proposals for creating a new area code in the region that is currently assigned the 310 area code. These public meetings are being scheduled in different parts of the 310 area code region in anticipation of Commission consideration of the proposal recently filed by a group of telecommunications carriers to replace the currently adopted "back-up" plan for a geographic split of the 310 area code and to substitute a "triggered" overlay.1

The public meetings will be scheduled at the locations and times set forth below, and will provide a presentation describing the elements of both the geographic split and the overlay as alternative means of creating a new area code. Members of the public will be provided an opportunity to speak. A "Local Jurisdiction" Meeting is also scheduled, as noted below, to provide an opportunity for officials and representatives of local government jurisdictions within the 310 area code region to appear and comment concerning the alternative plans for a new area code to relieve number exhaust. The locations and scheduled starting times are as follows:

In order to provide reasonable notice to members of the public concerning the above-referenced meetings that are being scheduled, telecommunications carriers providing local exchange service and telecommunications carriers providing wireless service within the 310 area code region are hereby directed to provide written notice of the meetings by post card, to be mailed no later than ten days before the first of the scheduled meetings. The post card notice shall be sent to the carriers' local exchange and wireless customers with telephone numbers beginning with a 310 area code and shall provide the time and place of the public and local jurisdiction meetings. In addition, carriers are directed to post the time and place of the public and local jurisdiction meetings on their respective web sites by April 11, 2005.

IT IS RULED that:

1. Public meetings are hereby scheduled at the locations and starting times set forth above for the purpose of providing members of the public an opportunity to hear about and comment upon the proposal to revise the adopted back-up plan for a geographic split and to replace it with an overlay plan to create a new area code in the 310 region.

2. Telecommunications carriers providing local exchange service and telecommunications carriers providing wireless service within the 310 area code region are hereby directed to provide written notice of the meetings by post card. The post card notice shall be sent no later than ten calendar days before the first of the scheduled meetings to the carriers' local exchange and wireless customers with telephone numbers beginning with the 310 area code. The post card notice shall provide the time and place of the public and local jurisdiction meetings and shall incorporate the message text set forth in the attachment to this ruling.

3. Telecommunications carriers seeking to use text other than that appearing in the attachment to this ruling shall first submit a draft to the Commission's Public Advisor's Office for approval of the content of the post card notification to customers.

4. Telecommunications carriers are hereby directed to post the time and locations of the local jurisdiction and public meetings on their respective web sites by April 11, 2005.
