In order to promote the public's understanding of the issues in PG&E's general rate case, the Commission intends to have available for distribution summaries of parties' positions to members of the public who attend the PPHs. PG&E and DRA shall submit summaries of their positions in the general rate case to assigned Administrative Law Judges Kenney and Econome by April 20, 2006. Other parties may also submit position summaries by that date. Summaries shall be no longer than one page in length and shall include a title identifying the party.
IT IS RULED that:
1. The schedule for the public participation hearings (PPHs) is set forth in Appendix A.
2. Pacific Gas and Electric Company (PG&E) shall notify its customers of the PPHs by billing inserts or a separate mailing. The notice shall provide the dates, times, and locations of all PPHs and shall be approved by the Commission's Public Advisor before it is sent.
3. PG&E shall have a representative at each PPH who is authorized to respond to customer inquiries and statements. The Commission's Division of Ratepayer Advocates (DRA) may also participate in the PPHs.
4. Any party requesting a translator at a PPH shall notify the Commission's Public Advisor so that the Public Advisor receives the notice at least five working days before the PPH at which the party is requesting a translator. The notice shall be in writing (email is sufficient), citing the application number, the date and time of the PPH for which a translator is requested, and the type of translator requested.
5. PG&E and DRA shall submit summaries of their positions in the general rate case to assigned Administrative Law Judges Kenney and Econome by April 20, 2006. Other parties may also submit position summaries by that date. Summaries shall be no longer than one page in length and shall include a title identifying the party.
