Scope of the Proceeding

This proceeding will address the following issues:

1. Did Sprint violate Public Utilities Code § 2889.5, or any other provision of the Code, with respect to telephone service provided to Reginald Thatcher?

2. If so, what sanctions, if any, should the Commission impose?
