The Commission and other parties need to evaluate Greenlining/LIF's request in its entirety and knowledge of the amount of hours and breakdown thereof for Witteman is an essential element of that request. For instance, this hourly information is necessary to evaluate issues such as substantial contribution and determining whether the hours spent are reasonable.

Witteman was very active in this proceeding as demonstrated by his own declaration in support of Greenlining/LIF's December 23 request. (See Attachment H to the December 23 request.) Witteman estimates he spent between 550 and 650 hours on the proceeding and believes an hourly rate of between $285 and $300 per hour is reasonable. On these facts, a request for compensation for Witteman's work alone may total as much as $195,000, which is about twice as much as the $100,149.47 that Greenlining/LIF seek in their December 23 request.

Therefore, Greenlining/LIF shall supplement their December 23 request with respect to Witteman no later than Friday, January 31, 2003.1 Parties responding to Greenlining/LIF's request for intervenor compensation shall do so no later than 30 days after Greenlining/LIF have supplemented their request with respect to Witteman.

IT IS RULED that:

1. The Greenlining Institute and Latino Issues Forum (Greenlining/LIF) shall supplement their December 23 request with respect to Christopher P. Witteman (Witteman) no later than Friday, January 31, 2003.

2. Parties responding to Greenlining/LIF's request for intervenor compensation shall do so no later than 30 days after Greenlining/LIF have supplemented their request with respect to Witteman.
