ASSIGNED COMMISSIONER'S RULING

Today, with this ruling, the California Public Utilities Commission (Commission) releases the consultants' reports covering the test of Pacific Bell's (Pacific) Operations Support System (OSS) for review and comment. These reports are the culmination of an eleven-month process developed to examine and assess Pacific's OSS readiness to support competitive local exchange carriers in California. Two reports by the Test Administrator/Manager (TAM), Cap Gemini Ernst & Young (Cap Gemini), and the Test Generator (TG), GE Global eXchange Services1 (GXS), respectively, comprise the overall assessment. Both reports include analyses, results and appendices. The TAM and TG supporting documentation will be available at the workshop.

Given the volume of material comprising and supporting the reports, the Commission is issuing both the Cap Gemini and GXS assessments on CD-ROM to each party2 on this proceeding's service list. All of the material included on the CD-ROM will also be posted today on the Commission's website at http://www.cpuc.ca.gov. The reports may be downloaded from the Commission's website. Beginning December 18, 2000, parties seeking to obtain paper copies of Pacific's OSS Test Reports may purchase them from the Commission's Documents Office. Inquiries regarding the price of specific report documents should be directed to that office at (415) 703-1542.
