Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand-delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles, California.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.

WORKSHOP OVERVIEW
On October 11, 2009, the Governor signed SB 412 (Stats. 2009, ch. 182) into law. SB 412 authorizes the CPUC, in consultation with the California Air Resources Board (ARB), to determine eligible technologies for the Self Generation Incentive Program (SGIP) based on the requirement that they "achieve reductions of greenhouse gas emissions pursuant to the California Global Warming Solutions Act of 2006."
Energy Division staff developed a staff proposal, issued via a ruling, which includes recommendations on how to modify SGIP per SB 412 (available here:
http://www.cpuc.ca.gov/PUC/energy/DistGen/sgip/proposal_workshops.htm). This workshop will discuss the issues raised in the staff proposal. A workshop agenda is available here:

SCOPE OF WORKSHOPS:
The Energy Division of the California Public Utilities Commission is tasked by Decision 09-09-047 with preparing an assessment and plan that ensures that effective financing instruments for energy efficiency are available to facilitate the achievement of California's aggressive energy efficiency goals. As part of this effort, Energy Division is hosting workshops on November 16 and 17 to identify new financing strategies or define how best to adapt existing strategies that will most effectively support California's aggressive energy efficiency goals.
The Energy Efficiency Finance workshops will take place from 9:30 a.m. to 4:00 p.m. on November 16 and 17, 2010, in the Courtyard Room at the California Public Utilities Commission's offices in San Francisco. The workshop on November 16 will focus on commercial, industrial, and institutional customers, and the workshop on November 17 will focus on residential customers.

In a July 26, 2010 ruling in R.10-05-004, parties were asked to review a proposal by the California Public Utilities Commission's Energy Division Staff containing suggested modifications to the California Solar Initiative (CSI) Program. While the rulemaking has not yet issued a scoping memo establishing the priorities and timing of the entire proceeding, Energy Division staff will move forward with hosting a workshop to discuss a subset of the issues raised in the July 26th Staff Proposal. This workshop will cover some, but not all, of the recommendations included in the CSI Staff Proposal. The full timing and prioritization of the proceeding will be determined by the scoping memo.

The ALJ Division has prepared Resolution ALJ-261 for the November 19, 2010 Commission Agenda. This resolution affirming in part, and dismissing in part, Citation F-5182 issued to James Brice dba Surf City Shuttle, and Surf City Shuttle, Inc.
This resolution resolves the appeal of Citation F-5182, issued to James Brice an individual dba Surf City Shuttle (TCP 20114-B, revoked July 30, 2009) and Surf City Shuttle, Inc. (TCP 25495-B, effective December 23, 2009) (jointly referred to as "Respondents") by the Commission's Consumer Protection and Safety Division on May 25, 2010, pursuant to its authority under Resolution ALJ-187.
Citation F-5182 issues a fine of $15,000 for eight violations (331 counts) of the Public Utilities Code, the Commission's General Order 157-D and the California Vehicle Code during the period from May 19, 2009, through November 9, 2009.
James Brice, as Chief Financial Officer of Surf City Shuttle, Inc., submitted an appeal of Citation F-5182 on June 11, 2010. An evidentiary hearing was held in the Commission's Courtroom in San Francisco on September 15, 2010, and the matter was submitted upon the receipt of late-filed exhibits on September 20, 2010. Based on the record, we affirm the citation and order payment of the $15,000 fine, except that we calculate 2,388 counts of violating the Public Utilities Code, rather than 331 counts. We order Respondents James Brice an individual dba Surf City Shuttle, and Surf City Shuttle, Inc. to pay the fine and to cease and desist from continuing each and every cited violation.

The Consumer Service and Information Division has prepared Resolution CSID-004 for the November 19, 2010, Commission Meeting. The Resolution will implement a pilot program to provide to limited English proficient consumers, an in-language education, complaint resolution and outreach program for energy matters which will be provided by the same contractor and community based organizations involved in the California Public Utilities Commission's Telecommunications Education and Assistance in Multiple-Languages program.

The Consumer Protection and Safety Division has prepared Resolution TL-19099 for the November 19, 2010, Commission Meeting. The resolution implements provisions of Assembly Bill 636 (Chapter 248, Statutes of 2009) by delegating authority to the Commission's Executive Director to revoke a charter-party carrier certificate or permit, and to refuse to issue new operating authority, when a carrier commits a violation described in Public Utilities Code Section 5387(c)(1).
