The purpose of this workshop is to provide parties an opportunity to conduct discovery on Pacific Gas and Electric Company's Economic Development Rate proposal, focusing particularly on whether the proposed rates will result in net benefits to ratepayers, and how to measure such benefits. CPUC decision (D.)09-08-027 directs the DRMEC to conduct an annual public workshop presenting the results of demand response evaluations conducted under the DRMEC's oversight. As part of the annual Load Impact workshop, ordering paragraph 12 of D.12-04-045 also directs the Utilities to address the baseline comparison analysis.
The Utilities filed and served the Year 2011 expost load impact report on April 2, 2012 and the ex ante load impact reports on June 1, 2012. These reports can be accessed at the following link:

On June 1, 2012, the Utilities filed and served the baseline analysis for the Aggregator Managed Portfolio (AMP), the Capacity Bidding Program (CBP) and the Demand Bidding Program (DBP), as required by ordering paragraph 11 of D. 12-04-045. The baseline analysis for AMP and CBP is in Volume 2 of the 2011 Load Impact Evaluation of California's Aggregator Demand Response Programs. The baseline analysis for DBP is contained in the report of the 2011 Load Impact Evaluation of California Statewide Demand Bidding Programs. These reports can be accessed at http://sdge.com/node/742.

The Division of Water and Audits has prepared Comment Resolution No. W-4924 for the July 12, 2012 Commission Meeting which authorizes Erksine Creek Water Company a general rate increase, producing additional annual revenue of $132,930 or 25.7% for test year (TY) 2012 and $50,000 or 7.70% for escalation year 2013. The Energy Division has prepared Resolution E-4465 for the August 2, 2012 Commission Meeting. This Resolution approves San Diego Gas & Electric Company's (SDG&E) purchase price of the El Dorado Power Plant (now named the Desert Star Energy Center) and the proposed revenue requirement for non-fuel costs beginning October 1, 2011 through December 1, 2015. Revenues will be tracked through SDG&E's Non-Fuel Generation Balancing Account. Notice of this draft has been sent to parties in the service list. NOTICE FOR DAILY CALENDAR
The California Public Utilities Commission (Commission) has received a number of comments recommending workshops to allow for further consideration regarding issues raised in Draft Resolution L-436.
We intend to hold such workshops prior to circulating a modified Draft Resolution for an additional round of comments. The workshops regarding Draft Resolution L-436 will be as follows: Workshops will be held on June 19-20, 2012 from 9:30 am to 4:00 pm in the Golden Gate Conference Room, 505 Van Ness Avenue, San Francisco, California.
A Revised Draft Resolution L-436 will be circulated on July 6, 2012 and comments will be due on July 18, 2012 and will be posted on the Commission's internet site.
Draft Resolution L-436 will be taken off the agenda for the May 24, 2012 Commission business meeting, and will be placed on the agenda for the Commission Agenda meeting on August 2, 2012.

NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Resolution L-438 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division's investigation of an electric incident on June 6, 2012 at Ridgecrest, California, Kern County.
On June 25, 2012, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code Section 311(g) and Rule 14.5 of the Commission's Rules of Practice and Procedure. Comments shall be served no later than July 23, and reply comments shall be served no later than July 27, 2012.
Res L-438 will be on the agenda at the August 2, 2012 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. Only when the Commission acts does the resolution become binding on the parties.
