2. Background

On December 10, 2009, Applicant filed an application for a certificate of public convenience and necessity (CPCN) to provide limited facilities-based and resold local exchange services in the service territories of Pacific Bell Telephone Company d/b/a AT&T California (AT&T), Citizens Telecommunications Company of California, Inc. d/b/a Frontier Communications of California (CTC), SureWest Telephone/SureWest Communications (SureWest), and Verizon California, Inc. (Verizon) and interexchange services statewide. Applicant states that it will initially offer services in the service territories of AT&T and Verizon, but plans to eventually offer services statewide.

Applicant is a Louisiana corporation and a privately-held company. Applicant's principal place of business is located at 4315 Bluebonnet Blvd., Suite A, Baton Rouge, Louisiana 70809.
