3. Description of Proposed Service

Applicant proposes to offer interexchange and limited facilities-based local exchange services to both residential and business customers in California. Applicant also plans to resell services of AT&T, Verizon, and/or other authorized competitive local exchange carriers (CLECs) as allowed by the Commission. Applicant's services will consist of basic interexchange and basic and optional local exchange services available for resale through incumbent local exchange carriers and CLECs, including prepaid local exchange services.
