We conclude that the application conforms to our rules for certification as a competitive local exchange carrier. Accordingly, we grant Wholesale a CPCN to provide resold and limited facilities-based local exchange telecommunications service in the service territory of AT&T, Verizon, Citizens, and SureWest, subject to compliance with the terms and conditions set forth in the Ordering Paragraphs.
