The proposed decision of the ALJ in this matter was mailed to the parties in accordance with Section 311 of the Public Utilities Code and comments were allowed under Rule 14.3 of the Commission's Rules of Practice and Procedure. Comments were filed by the Solar Alliance, SCE, SDG&E and jointly by PG&E and CCSE. Reply comments were filed by the Commission's Division of Ratepayer Advocates (DRA) and SCE.
A few comments merit discussion. The Solar Alliance and PG&E/CCSE continue to urge the Commission to allocate the additional $200 million authorized by SB 585 based on need rather than the original allocation adopted in D.06-12-033. Energy Division informs us that published CSI budget data provided by the CSI PAs support the allocation suggested by these parties. If we adopt this new allocation, PG&E and SDG&E will be more likely to achieve their CSI goals. SCE, although it opposes this new allocation, will receive an additional $64 million in CSI funding, which current estimates indicate will be adequate for it to achieve its CSI goals. The decision has been modified to adopt the new allocation proposed by Solar Alliance.
Second, SDG&E proposed revisions to its revenue requirement, which DRA supported. The decision has been modified to adopt SDG&E's proposed revenue requirement revisions.
