2. Procedural Summary

On May 21, 2008, Skynet filed this application pursuant to the registration process adopted in Decision (D.) 97-06-017 and related decisions. On July 18, 2008, the Commission's Consumer Protection and Safety Division (CPSD) filed a protest to the application.
