DECISION DENYING MOTION TO WITHDRAW APPLICATION

AND GRANTING REGISTRATION

1. Summary

The Commission denies the motions of Skynet Communications, Inc. (Skynet) for leave to withdraw its application for registration as an interexchange carrier (switchless reseller) telephone corporation pursuant to Pub. Util. Code § 1013.¹ The Commission also rejects Skynet's argument that it is not required to register with the Commission pursuant to § 1013 for the reasons that its telephone prepaid debit cards (phonecards) are marketed to the international market, the Commission lacks jurisdiction, and the de minimus intrastate revenue Skynet receives is generated by visitors to the state who simply find use of an international phonecard a matter of convenience. Skynet's application for registration is approved.
