Peterman of the California Public Utilities Commission (CPUC) is holding, and will preside over, three community meetings in September 2017 regarding the transportation electrification proposals that were filed in response to Senate Bill 350 (Statutes of 2015, Chapter 547.)  These three community meetings will allow the Commissioner, CPUC staff, and members of the public to discuss the impact of the transportation electrification applications and proposals of Pacific Gas and Electric Company, Southern California Edison Company, and San Diego Gas & Electric Company on local communities, and to gather feedback on community needs in regards to clean transportation alternatives.

The Physical Security Proceeding (R.15-06-009) is evaluating existing and proposed protocols, practices, and standards, and as they relate to the physical security of electric utility assets in California. The Vehicle-Grid Integration (VGI) Communication Protocol working group, which is designed to inform the Commission’s rulemaking under R.13-11-007 and related proceedings, will meet according to the above schedule.

Background

The California Public Utilities Commission, California Energy Commission, and other State agencies convened this working group to assess how and whether the adoption of a communications protocol is necessary to enable Plug-In Electric Vehicle-Grid Integration (VGI) resources to more economically participate in electricity markets at scale.

Participants of the working group will identify and assess opportunities in which VGI can create value from multiple market participants’ perspectives, communication protocols needed to deliver that value, and concepts for how utilities, automakers, electric vehicle service providers, aggregators, and others can develop pathways to market for a VGI resource.

The working group will allow participants to review, understand, and discuss the technical details of existing communication protocols. The recommendations of the working group will be considered and incorporated in CPUC’s Rulemaking 13-11-007 (and/or the SB 350 Transportation Electrification applications A.17-01-020, A.17-01-021 and A.17-01-022) and the Energy Commission’s Integrated Energy Policy Report (IEPR) proceeding for future policy decisions. Pursuant to Ordering Paragraph 27 and Table 3 of Resolution E-4868, the Investor Owned Utilities (IOUs) are holding the first Customer Data Access Committee (CDAC) meeting on October 2, 2017, to discuss the click-through process for customers to authorize release of their energy related data to third-party demand response providers (DRPs). The CDAC is a forum for soliciting ongoing feedback and resolving disputes informally, with the goal of addressing data access issues associated with customer authorization to third-party providers, including, but not limited to:

Providing timely input into design of OAuth Solution 3 including – the overall design, the connectivity to mobile devices, the links to terms and conditions, the user experience and other technical features;

Developing proposals for Advice Letter filings requesting funding within the caps including performance metrics for the Utility websites, and additional improvements;

Developing proposals for the application filing including forming the business requirements for API Solution 1, expanding the click- through solution(s) to other distributed energy resource and energy management providers, and additional improvements beyond what can be accomplished in the funding caps; and

Background

The California Public Utilities Commission, California Energy Commission, and other State agencies convened this working group to assess how and whether the adoption of a communications protocol is necessary to enable Plug-In Electric Vehicle-Grid Integration (VGI) resources to more economically participate in electricity markets at scale.

Participants of the working group will identify and assess opportunities in which VGI can create value from multiple market participants’ perspectives, communication protocols needed to deliver that value, and concepts for how utilities, automakers, electric vehicle service providers, aggregators, and others can develop pathways to market for a VGI resource.

The working group will allow participants to review, understand, and discuss the technical details of existing communication protocols. The recommendations of the working group will be considered and incorporated in CPUC’s Rulemaking 13-11-007 (and/or the SB 350 Transportation Electrification applications A.17-01-020, A.17-01-021 and A.17-01-022) and the Energy Commission’s Integrated Energy Policy Report (IEPR) proceeding for future policy decisions. Resolution L-546 authorizes the disclosure of records concerning the California Public Utilities Commission Safety and Enforcement Division’s investigation of an electrical incident that occurred at at 801 Avalon Drive, CA on May 5, 2017.
