RE: NOTICE OF AVAILABILITY OF REVISED PROPOSED DECISION IN SOUTHERN CALIFORNIA WATER COMPANY'S GENERAL RATE CASE APPLICATION, TEST YEARS 2003 AND 2004, ATTRITION YEAR 2005
Consistent with Rule 2.3(c) of the Commission's Rules of Practice and Procedure, I am issuing this Notice of Availability of the above-referenced revised proposed decision. The revised proposed decision was issued by Administrative Law Judge (ALJ) Fukutome on February 11, 2004. An Internet link to this document was sent via e-mail to all the parties on the service list who provided an e-mail address to the Commission. An electronic copy of this document can be viewed and downloaded at the Commission's Website ( www.cpuc.ca.gov). A hard copy of this document can be obtained by contacting the Commission's Central Files Office [(415) 703-2045].
The revised proposed decision will be on the Commission's February 26, 2004 Agenda. The original proposed decision was made available to you on November 21, 2003. The revision accepts some of the parties' comments, rejects others and modifies the discussion, findings and conclusion related to the water quality compliance issue.
When the Commission acts on the proposed decision, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own decision. Only when the Commission acts does the decision become binding on the parties.
Due to the limited number of changes, a shortened comment period is provided. Parties to the proceeding may file concurrent comments on the revised proposed decision on or before February 20, 2004. Comments shall not exceed 15 pages.
Consistent with the service procedures in this proceeding, parties should send comments in electronic form to those appearances and the state service list that provided an electronic mail address to the Commission, including ALJ David Fukutome at dkf@cpuc.ca.gov. Service by U.S. mail is optional, except that hard copies should be served separately on ALJ Fukutome, and for that purpose I suggest hand delivery, overnight mail or other expeditious methods of service. In addition, if there is no electronic address available, the electronic mail is returned to the sender, or the recipient informs the sender of an inability to open the document, the sender shall

This decision grants Southern California Water Company (SCWC) authority to increase rates by $8,097,000 or 12.06% in the year 2003; by $1,891,600 or 2.50% in the year 2004; and by $2,789,100 or 3.60% in the year 2005 in its Region III Service Area. Rates for Region III will continue to be determined on a regional, rather than district specific, basis. SCWC's request to also increase rates for the General Office Allocation to customer service areas (CSAs) in Regions I and II is denied. Beginning in 2003, revenues derived from the lease of water rights to the City of Folsom will be used to offset the cost of service for the Arden-Cordova CSA. The following table summarizes the authorized rate increases for Region III.
