Suspension

CSD considers Vista "marginally" fit to operate; therefore, CSD recommends suspension of authority to conduct business as a reseller for 3-5 years, rather than permanently revoking Vista's authority. This would be too harsh a penalty for a carrier that took steps to avoid unlawful acts by third-parties and provided restitution to all identifiable customers. Therefore, we will not suspend Vista's operating authority, but will consider suspension or even permanent revocation of that authority if Vista engages in unlawful acts in the future.
