OPINION

I. Summary

Option One Telecom, Inc. (Applicant) seeks a certificate of public convenience and necessity (CPCN) under Pub. Util. Code § 1001 for authority to provide facilities-based and resold local exchange services throughout the service territories of SBC California, Inc. (SBC), Verizon California, Inc. (Verizon), Roseville Telephone Company (RTC), and Citizens Telecommunications Company of California, Inc.(CTC), and interexchange services throughout the state. By this decision, we grant the requested authority subject to the terms and conditions set forth below.
