Comments on Alternate Decision

The Alternate decision of Commissioner Kennedy in this matter was mailed to the parties in accordance with Section 311(d) of the Public Utilities Code and Rule 77.1 of the Rules of Practice and Procedure. Comments were filed on October 9, 2003, by Sempra, PG&E, Clean Energy and the Environmental Coalition and reply comments were filed on October 14, 2003. Comments of the parties were generally accepted and have been incoporated herein.
