ADMINISTRATIVE LAW JUDGE'S RULING
(1) REQUIRING CORRECTION OF SERVICE LIST AND (2) AUTHORIZING INTERVENTION OF COUNTY OF LOS ANGELES
Correction of Service List
Attachment A to this ruling is a copy of the service list for this proceeding, as last updated on April 16, 2004. The service list also is available on the Commission's website and can be located at the following link: http://www.cpuc.ca.gov/published/service_lists/R0401026_60927.htm. In keeping with standard Commission practice, the list contains three categories: "Appearance"; "Information Only"; and "State Service." Cursory perusal of the list suggests that a number of names have been listed in the wrong category.
Service list category governs participation rights, including the right to file pleadings (including comments on proposed or draft decisions), as well as appeal rights. Therefore, it is important that those who wish full participation rights - commonly referred to as "party" status - be listed as "appearances." Those who only wish to monitor this proceeding, and do not intend (at this time) to participate actively in any way, should be listed in the "information only" category. Please note that because the OIR requires electronic service on the entire service list (all categories), those in the information only category are to receive all filings, whether by a party or by the Commission. Finally, any person employed by the Commission, by the California Legislature or by another California state agency should be listed as "state service," which also receive all filings.
On or before April 28, 2004, please review the service list to ascertain that your counsel or other representatives are correctly listed. Please advise me of the need for any corrections by e-mail (Vieth@cpuc.ca.gov). Generally, I will permit an "appearance" to list no more than two names, but I will entertain requests for exceptions, particularly where the individuals are located in geographically disparate areas.
