Research by Commission staff indicates a Mr. Scott Nauert, affiliated with U. S. Fiberline, implicated in the attached article (see Attachment B) regarding potentially fraudulent activities and an investigation by the Securities and Exchange Commission. Response to this ruling should provide a statement, under oath, certifying whether the Scott Nauert listed in Exhibit F of the application is the same person described in the attached article and if so, explaining the nature of his involvement with the activities described in the article. The response should also indicate what position Mr. Nauert will occupy in the Vesta Telecommunications' management team.
