III. Rules 18(g)

Commission Rule 18(g) requires an application for construction to contain "Statements or exhibits showing the financial ability of the applicant to render the proposed service together with information regarding the manner in which applicant proposes to finance the cost of the proposed construction or extension." Applicant has provided a one sentence statement of the estimated cost of construction in Exhibit E (filed under seal) and a corporate guarantee in Exhibit D. These exhibits provide no information on how applicant intends to finance the construction and provides little information on the financial ability of the applicant. To comply with Rule 18(g), the response to this ruling should provide additional information on construction financing and applicant's overall financial condition.
