Hearings
Evidentiary hearings for Phase 2 were held at the Commission Courtroom in San Francisco on November 8, 9, 10, 12, and 15, 1999. The proceeding was adjourned November 15, 1999 pending determination of whether further hearings would be needed. Since no further hearings were requested, the proceeding is deemed submitted on receipt of reply briefs on December 17, 1999.1
