Calculate the Surcharge

1. Determine the billing base in minutes of use to which the surcharge will be applied for the pervious year.

2. Adjust billing base by percentage change between two previous years.

3. Divide adjusted surcharge amount by adjusted billing base to determine dollar per minute surcharge.
