2. Standardized Resource Planning Practices, Assumptions
& Analytical Techniques (Planning Standards)

Since the issuance of the ACR/Scoping Memo, Energy Division (ED) staff (Staff) have been working on meeting the milestones set forth in the ACR/Scoping Memo regarding standardized resource planning practices, assumptions and analytical techniques (Planning Standards).

As noted in the ACR/Scoping Memo, ED retained the services of a technical support consulting team, Aspen/Energy and Environmental Economics, Inc. (E3) (Consultant) to assist Staff in developing a Staff Proposal on Resource Planning Standards (Staff Proposal). The Consultant has produced a Survey of Utility Resource Planning and Procurement Practices for Application to Long-Term Procurement Planning in California (Best Practices Report), a copy of the final version of which is appended as Attachment 1.1

Using the final Best Practices Report, prior Commission direction and analysis by the Consultant and Staff, Staff has developed the Energy Division Straw Proposal on LTPP Planning Standards (Staff Proposal), a copy of which is appended as Attachment 2.2

Staff will conduct a workshop to explain and discuss the Staff Proposal on Thursday, August 6, 2009 at the Commission's offices in San Francisco. Parties are encouraged to file any pre-workshop questions pertaining to any need for clarification of the content of the Staff Proposal by Tuesday, July 21, 2009, to assist Staff in preparing for the workshop. Pre-workshop questions are limited to 15 pages.

Illustrative timelines for the two procedural models described in the Staff Proposal (one for concurrent review of system and bundled plans, the other for a consecutive review of those plans) is included as Attachment 3. These illustrative timelines were prepared with Staff input to allow the Commission and parties to better understand the practical implications of the Staff Proposal. Parties are also encouraged to comment on these timelines in their responses to the pre-workshop questions discussed above.

Interested parties may file their own alternative proposals by Tuesday, July 21, 2009, and will be given the opportunity to explain and discuss those alternative proposals at a workshop on Friday, August 7, 2009.

Parties shall file any comments on the Staff Proposal and any alternative proposals by Friday, August 21, 2009, and shall file reply comments by Monday, August 31, 2009. Comments on the Staff Proposal shall include responses to the preliminary post-workshop questions presented in Attachment 4, as well as any additional post-workshop questions posed by subsequent ruling. A proposed decision will be drafted based upon the proposals and comments.

1 A draft version of the Best Practices Report was served on the electronic service list of the proceeding, and several parties provided comments which were considered by the Consultant and Staff in finalizing the Best Practices Report.

2 In addition, the Consultant assisted ED's renewable portfolio standard (RPS) staff to develop the 33% Renewable Portfolio Standard Implementation Analysis Preliminary Results (Preliminary 33% RPS Report), which was issued on June 12, 2009.
