AMENDED ASSIGNED COMMISSIONER'S RULING AND SCOPING MEMO
ON THE 2008 LONG-TERM PROCUREMENT PROCEEDING, PHASE I
On February 14, 2008, the Commission opened Rulemaking (R.) 08-02-007 to integrate and refine the procurement policies, practices and procedures underlying the long-term procurement plans (LTPPs) filed by the three investor-owned utilities (IOUs), Pacific Gas and Electric Company, Southern California Edison Company , and San Diego Gas & Electric Company. The rulemaking signaled that there would be two phases: Phase I would address issues that must be decided prior to the IOUs filing their 2010 LTPPs and Phase II will address issues not affected by the timing of the filing of the next round of LTPPs.
An Assigned Commissioner's Ruling and Scoping Memo (ACR/Scoping Memo) was issued on August 28, 2008, addressing Phase I scoping issues. In the intervening time, it has become necessary to revise the schedule and some other elements of the ACR/Scoping Memo. This Amended ACR/Scoping Memo is intended only to modify the sections indicated, and the ACR/Scoping Memo of August 28, 2008 otherwise shall continue to govern Phase I of this proceeding.
